Bountiful Public Records at a Glance
Bountiful is not its own land-recording district, and Farmington is the Davis County seat. That division matters. City government keeps Bountiful police reports and municipal files. Davis County keeps deeds, parcel ownership, county marriage records, tax data, and many administrative series. Utah agencies control statewide court, corrections, historical, and vital-record systems. The chart starts with the keeper because a request sent to the wrong entity can be referred or delayed.

Open does not always mean free, instant, or fully searchable by name. A docket may be open while an exhibit stays private. A parcel entry may be visible while a deed image sits behind REDI-Web or at the recorder counter. Recent vital certificates require identity and relationship proof. Voter status lookup is a personal, identity-checked tool, so detailed voter-file rules belong with the Bountiful voter registration record process.
Bountiful Public Records Custodians
A local street address does not tell the whole custodian story. The Davis County Recorder holds land instruments and provides parcel maps and copies. The County Clerk manages marriage, election, commission, and countywide records functions. Bountiful has its own City Recorder for municipal files and a separate Police Records desk for incident material. Calling the office that owns the desired field is often faster than asking one office for a broad parcel or person file.

The county catalog is an inventory, not a scan viewer. It can confirm that a series exists, with dates and format, but the underlying item still requires a request and review. Likewise, recorder staff can help locate a record and explain office procedure, but they cannot conduct a title search or give legal advice.
Davis Land Records Across Three Eras
Davis County traces recorder stewardship to 1850 and describes its historical book collection as beginning in 1870. Computerization and microfilming began in 1981. REDI-Web document access reaches roughly to 1983. Those dates form three useful layers, not a single online coverage promise. Current parcel facts work in the free system, many modern document abstracts and images route through paid REDI-Web, and earlier material remains available through books, public terminals, stable book-and-page references, and staff assistance.

Recorder copies of an abstract, legal description, ownership printout, or document cost $2 per page. Certification adds $5 plus $2 per page. The counter also supplies an 18-inch plat for $4 and a full-size dedicated subdivision map for $5. A researcher should save the document entry number, parcel serial, or book and page before ordering. That small step limits ambiguity and staff time.

The public terminal and bound books extend the search beyond the paid web era. Archives and local-history sources can add context to early property trails, while a GRAMA request is better reserved for an administrative record that is not part of the recorder’s ordinary index and copy service.

Search Bountiful Parcel Records
The free Davis County Property Search 2.0 is map and parcel centered. It accepts an address or parcel ID, then opens parcel facts after the user selects a result and clicks the map shape. The published serial format is NN-NNN-NNNN. A serial acts as the handoff key among the map, assessment, tax notice, plat, and land-record abstract.

A typical result can show owner, situs address, mailing address, serial number, legal description, acreage, boundary, property traits, assessed values, tax facts, classification, ownership history, and recorded-document references. “Situs” means the physical property address. The mailing address is where correspondence goes. Neither proves that the named owner lives on the parcel, and a primary residential classification does not identify which household member occupies it.
Field questions split among three Davis County offices. Call the Assessor at 801-451-3250 for value and property characteristics, the Recorder at 801-451-3225 for ownership and legal description, or the Treasurer at 801-451-3243 for payment facts and tax notices. At any counter, the parcel serial keeps the offices tied to the same parcel.

Cost-saving step. Record the free parcel serial before entering REDI-Web. The paid system can charge for an unsuccessful search, and the serial is the recorder’s most efficient key.
Bountiful Court Records Access
Bountiful City Justice Court handles municipal class B and C misdemeanors and infractions. Utah’s Second District Court handles Davis County district matters. The statewide XChange access system supplies public district and justice-court searches, while MyCase is free access for a supported case party rather than a general public name browse. Courthouse terminals and clerk requests remain essential when online coverage or document access falls short.
An XChange docket may list the case number, court, case type and status, filing date, public party names and roles, judge, attorneys, docket entries, hearings, judgments, outcome, and available images. A docket is the running list of case activity. It is not the same as every paper in the court file. Most district courts entered the CORIS system by the end of 1998, and public electronically filed district documents date from July 2010, but older conversions and justice-court coverage can vary.
One-time access begins with $10 in credit and costs $0.35 per search plus $1 per document. Monthly access has a $25 setup fee and costs $40 per month, including 500 searches, then the same per-search and document rates. At the clerk, paper copies cost $0.25 per sheet. A certified copy costs $4 per document plus $0.50 per page. Sealed, expunged, adoption, civil-commitment, juvenile, and specified private family-case material does not appear as ordinary public content.
Older Second District plaintiff and defendant books require browsing their internal indexes rather than typing a name into modern OCR search. The Utah State Archives also holds Davis probate divorce name indexes for 1875 through 1886 and register entries from 1877 and 1880.
Bountiful Vital Records Boundaries
Davis County Health and the Utah Office of Vital Records and Statistics issue recent certificates to eligible applicants. Davis Health covers Utah births and deaths from 1905 forward. State marriage and divorce abstracts cover 1978 through 2010, while the Davis County Clerk or district court handles records outside those products. A marriage abstract confirms an event. A divorce decree is a separate court record and may contain private parts.

Applications require current identification, proof of relationship or legal need when applicable, and payment. Davis Health accepts in-person and mail requests, and the state supplies online and mail routes. A recent private certificate does not become open because someone files a GRAMA form. Historical Davis County registers in the Archives provide a different path after the statutory thresholds, including Bountiful Precinct death entries and pre-1905 birth and death registers.
Davis Vital Records is at 22 South State, first floor, in Clearfield, and its mail address is P.O. Box 618, Farmington. Call 801-525-5150 to confirm acceptable identification and record availability before submitting. The office is open weekdays from 8 a.m. to 5 p.m. Mail requests need clear copies of the front and back of the requester’s identification, and cash should never be mailed.

Bountiful Police Records Requests
Bountiful Police maintains incident reports, police reports, photographs, audio, and video through a dedicated records desk. Requests may be made through the online route, by emailing a completed English or Spanish form, by mail, or in person at 805 South Main Street. The records office is open weekdays from 7 a.m. to 6 p.m. Staff say processing can take 10 business days or longer, depending on the investigation and available staff, and they send the fee and payment instructions after preparing the record.
- A police or incident report costs $10 per report.
- One audio or video copy costs $50 and is nonrefundable.
- Each added audio or video copy costs $10.
- Photograph charges may run up to $50.
- Classification and redaction can limit what is released.
The city form identifies private, controlled, protected, and statutory-exemption grounds for denial. An appeal to the City Manager must be filed within 30 days. The form states that the appeal decision is due within five business days. A request should name the incident, date range, involved person, and desired format as closely as the known facts allow.
Bountiful Custody Records and Alerts
Three channels answer different custody questions. The Davis County Sheriff inmate roster covers current county detention and updates about every 15 minutes. Detail pages can show name number, booking date and time, age, gender, and arresting agency. The page is not the official roster, and Utah law bars online booking photographs. A name-specific GRAMA request is the route to an official booking record.
The Utah Department of Corrections search covers people incarcerated in state custody or under Utah probation or parole supervision. It does not cover someone awaiting trial in the Davis County jail. Utah VINE supplies free, anonymous custody-change notices by phone or email. It can report release, transfer, escape and return, death, and parole-related events without requiring a paid commercial alert.

The roster’s limits reinforce a key distinction: current detention is not a finding of guilt and is not a complete criminal-history record.
Lawful personal use. Open custody and registry information may not be used to stalk, threaten, intimidate, or harass a person or family. Follow each official system’s stated limits.
Utah Archives Expand Bountiful Records
Historical access is growing, but “digitized” does not always mean a single name box will search every page. In its 2024 review, the Utah State Archives reported adding more than 64,000 images, reaching 1.8 million digital items. It also reformatted 1.6 million permanent-record images and processed more than 184 cubic feet of records. Those numbers reflect real expansion while preserving the need to read internal indexes in many scanned books.
The Utah State Archives name-index collection includes deaths from 1905 through 1968, delayed births, Davis probate divorce entries, and several court series. Other digitized books are browse images. Searchers may need a plaintiff or defendant index inside the volume, then a case number or page reference for the actual entry.

Bountiful Records Kept Private
GRAMA classifies records rather than opening every government-held fact. Utah law keeps many home addresses, personal telephone numbers, Social Security numbers, insurance facts, marital details, and payroll deductions in private government records. Public employees’ names and official contact details do not make their home or identity fields open. Motor-vehicle personal data also sits under federal disclosure limits and is not a general people directory.
Safe at Home gives eligible Utah residents a substitute address and mail forwarding when they face qualifying safety risks. Government generally must accept the assigned address and protect the actual one. At-risk voter protections work with that system. The timing can matter because records created long before enrollment may not receive the same automatic treatment as qualifying records in the prior 90-day window.
Other closed or limited groups include recent vital certificates, secured military discharge records, sealed and expunged court cases, adoption files, juvenile matters, and protected case documents. An open index may also omit a restricted image or field. A narrow denial is not proof that no record exists. It means the custodian must apply the controlling classification and, where feasible, separate open material from withheld content.
New Privacy Rules Shape Utah Records
Utah’s Government Data Privacy Act took effect May 1, 2024. State agencies then moved through a May 2025 privacy-program and policy milestone toward full statutory and regulatory compliance in January 2027. The work includes data inventories, notice, collection limits, retention practices, breach notice, and training. The schedule is statewide and should not be described as a Bountiful Recorder project.
New state privacy guidance also treats automatic license-plate-reader data as government records that require classification, retention, sharing, and security controls. That does not make every plate observation open to anyone. The record still passes through GRAMA classification and other applicable law. These changes add process behind the scenes while the basic public request route remains focused on an existing, reasonably described record held by a named entity.
File a Bountiful GRAMA Request
The Utah Government Records Access and Management Act, or GRAMA, lets any person ask to inspect public records during normal hours. No Utah residency rule was found. A written request gives contact details and reasonably describes existing records. It should ask for records, not answers or a new report. Standard responses are due as soon as reasonably possible and within 10 business days. A qualifying expedited public-benefit request is due within five business days.
- Choose one custodian. A single GRAMA request cannot be jointly sent to several entities. Route city files to Bountiful and land or county files to Davis County.
- Check the routine access channel. Use the parcel index, court system, certificate application, or roster before asking an office to duplicate an available product.
- Describe an existing record. Give a record type, person or parcel identifier, date range, case or entry number, and preferred native or electronic format.
- Set cost instructions. State a ceiling, ask to be contacted before costs exceed it, or choose inspection when copies are not yet needed.
- Track the response. The entity may produce, deny with a legal citation, refer the request, point to an existing online record, or claim extraordinary circumstances.
Fees may cover actual production at the rate of the lowest-paid qualified employee. The first 15 staff minutes are generally free, and classification or legal review cannot be charged. Prepayment may be required when the estimate exceeds $50 or earlier fees remain unpaid. Fee waivers are encouraged, but not guaranteed, for a primary public benefit, a subject seeking their own record, or an impecunious person protecting direct legal rights.
The Bountiful City Recorder form includes requester details, inspect, copy, certified, and electronic-copy choices, a precise description, entitlement fields, expedited treatment, and a cost ceiling. The City Recorder charges $0.10 per page and $2 for certification, with the first 15 research minutes free. Davis County also accepts requests through its online GRAMA channel, with the estimate based on the record and labor involved.
Appeal Bountiful Records Decisions
If an entity misses the deadline, GRAMA treats the nonresponse as a denial. Ask for the written classification and legal citation. A requester can narrow a costly or broad request, seek inspection, or appeal to the chief administrative officer under Utah Code §63G-2-401. The next route depends on the entity and may lead to the Government Records Office, State Records Committee, or district court.
A 2025 Government Records Office decision involving Bountiful confirms that city requests move through the City Recorder and can reach state review. Preserve the original request, submission date, estimate, denial, and each response. Those documents show whether the dispute concerns classification, search scope, timing, fees, or the custodian itself.
Note: An appeal works best when it identifies the exact withheld record, disputed classification, requested remedy, and facts supporting public access.
